Proposition 19 introduced major changes to California property tax law that impact trust and estate planning throughout the state.  The new law virtually eliminated certain tax benefits that have been enjoyed for decades and partly expanded the reach of others.  Navigating these changes takes proactive planning and due diligence and doing so correctly is likely to set you apart and place you and your clients at a significant advantage.  In this presentation, the listener will learn the nuts and bolts of Proposition 19, including recent updates, and discover creative planning techniques available to taxpayers to help lessen its burdens.

Michael Kelly joined Ajalat, Polley, Ayoob, Matarese & Broege as an associate in 2022. His practice areas include Property Tax, Sales and Use Tax, City Business Tax, and Documentary Transfer Tax.

Michael received his undergraduate degree from UCLA and earned his Juris Doctor from Loyola Law School in 2016. During his time at Loyola, he served as the Vice Chair of the Public Interest Law Foundation, a program dedicated to providing assistance to those traditionally underrepresented in the legal system.

Michael is an experienced litigator with expertise in environmental contamination and remediation. He has helped clients navigate the environmental regulatory process and has worked closely with regulators and experts to analyze and develop remediation strategies on impacted land.

Michael has been recognized as a 2023 Southern California Rising Star.  In addition, Michael is a frequent speaker on state and local tax issues.  Michael has spoken at various events for the Pasadena Bar Association and the USC Gould School of Law.  Additionally, Michael has authored an article about Proposition 19 that was published by First American Trust.

Michael is admitted to practice in all California state courts as well as before the United States District Court, Central District of California.

Raised in Dana Point, Michael enjoys surfing and volunteering with various organizations within his community.  Michael resides in Toluca Lake with his wife, Anna, and daughter, Kenealy.
