He started with the Internal Revenue Service in 1994 as an Estate Tax Attorney.  David graduated with a B.A. degree from Binghamton University, and a J.D. from Southwestern University, where he was the recipient of American Jurisprudence Awards for Wills and Trusts, Marital (Community) Property, Uniform Commercial Code and Antitrust law. David practiced estate planning and tax controversy work with the law firm of Hoffman, Sabban and Watenmaker.
